Medical DirectorRichard S. Rosenblum, M.D. is a Norfolk native. He graduated from Norfolk Academy and went on to attend Colgate University receiving a BA in Religion. He then returned to Virginia and attended the Medical College of Virginia in Richmond.
After completing a six year residency in Otolaryngology-Head and Neck Surgery at the University of Kentucky, he headed south to prestigious Vanderbilt University to receive training in Plastic and Reconstructive Surgery. He then completed a Pediatric Plastic and Craniofacial Fellowship with Dr. William Magee, which included participation in several Operation Smile International Missions as well as visiting fellowships in the United States and Europe.
In returning to Hampton Roads, he joins a medical community in which his father, Dr. Fred Rosenblum, D.D.S., has been a pediatric dentist for over 30 years. The younger Dr. Rosenblum maintains the same enthusiasm and commitment for caring for pediatric patients with plastic and reconstructive surgical needs.
Dr. Rosenblum has lectured both nationally and internationally on pediatric plastic surgery and craniosynostosis. His specific interests are in cleft lip and cleft palate surgery, craniofacial disorders and ear reconstruction. In joining Dr. Magee and establishing the Institute for Craniofacial and Plastic Surgery, Dr. Rosenblum joins in the vision of creating a craniofacial center of excellence in our region.
William P. Magee Jr., DDS, MD
Dr. William P. Magee Jr., a leading plastic and craniofacial surgeon, devotes half of his professional life as a volunteer to the organization that he and his wife Kathy began in 1982. Dr. Magee joins Operation Smile's volunteer team on numerous overseas missions each year to perform reconstructive surgery.
A New Jersey native, Dr. Magee graduated from Fordham Preparatory High School in New York in 1962. He received a Bachelor of Science degree from Mount St. Mary's College, a D.D.S. from the University of Maryland and an M.D. from George Washington University Medical School, as well as honorary degrees from Fordham University, Loyola College, Old Dominion University, Villanova University and Denison University. He served his general surgery residency at the University of Virginia Medical School, in 1975 was awarded the Hays-Fulbright Scholar Grant from the Franco-American Commission were he studied with Dr. Paul Tessier, the father of craniofacial surgery. In 1978, Dr. Magee completed his plastic surgery residency at the Eastern Virginia Graduate School of Medicine. He completed advanced studies in his field in Switzerland, Germany and Scotland.
Dr. Magee is the father of five children, all of whom have served on medical missions and are active in volunteer work for Operation Smile. In private practice, he serves as President of Magee-Rosenblum Plastic Surgery, Inc., Norfolk. He has practiced medicine in Norfolk since 1978. He held the Kasanjian Lectureship at the American Society of Plastic Surgery in San Francisco in 1977 and has written numerous articles for scientific journals and has contributed chapters for books. Dr. Magee serves as chairman and is a lifetime member of the Board of Directors of Operation Smile.

Ivor Barry Kaplan, M.D.
Ivor Barry Kaplan, M.D.Dr. Kaplan has been in practice in Hampton Roads since 1987. Originally a native of Johannesburg, South Africa, he immigrated to the United States in 1977 and was granted citizenship in 1983.
Prior to coming to the U.S.A., Dr. Kaplan completed his medical school training at the University of the Witwatersrand in Johannesburg, and his internships in both Internal Medicine and General Surgery at the Johannesburg General Hospital. He completed a senior internship in Plastic Surgery at Baragwanath Hospital before entering the South African Medical Corp for his compulsory military training. While in the South African Army, he served in a 500 bed Mission Hospital in Bophutatswana and subsequently took part in the emergency treatment of injured troops and helicopter evacuations in Angola and Namibia, during the conflict against Castro's Communist Insurgency in Southern Africa.
In the United States, he first completed a Surgical Internship at the Wilmington Medical Center in Delaware before going on to complete a full residency in General Surgery at Temple University Medical Center in Philadelphia. He was granted Board Certification in General Surgery in 1983. He then went on to complete a residency in Plastic Surgery at the Eastern Virginia Medical School in Norfolk and was granted Board Certification in Plastic Surgery in 1985.
Subsequently, he undertook additional Fellowship training in Microsurgery at the University of Louisville in Kentucky, before going on to become the Christine Kleinert Fellow in Hand Surgery at Jewish Hospital, again, at the University of Louisville. He has as well, Board Certification in Hand Surgery.
Over the years Dr. Kaplan's practice has evolved from almost totally reconstructive to a mostly cosmetic practice that still, nevertheless, includes a large number of children with congenital hand and ear deformities. The sculptural nature of ear and hand reconstruction continues to interest him while at the same time, the evolution and revolution that has occurred in the art of cosmetic surgery has fascinated his artistic temperament. He is on the forefront of the very latest techniques in facial rejuvenation, having recognized the need for limited downtime and subtlety in execution of the myriad procedures now available to patients that were not available even a few years ago. The sculptural quality of body contouring and breast surgery also falls well within the scope of a sculptor, although the medium of human tissue requires more than simply being able to convert 2D to 3D, as with clay. Fortunately, his many years of complex training in General and Reconstructive surgery have paid vast dividends in the care and management of the Cosmetic Surgery patient. Having a very keen eye for detail and artistry, and understanding the complexities of the human body's responses to surgical trauma, means low complication rates and "getting it right the first time."
Jesus Gil B. Inciong, M.D.
Jesus Gil B. Inciong, M.D.Dr. Inciong is a plastic surgeon with Magee – Rosenblum Plastic Surgery Inc., specializing in a wide variety of reconstructive and cosmetic procedures in both pediatric and adult patients. Dr. Inciong’s primary pediatric focus is in craniofacial surgery and reconstruction for congenital abnormalities such as cleft lip and palate, craniosynostosis and craniofacial syndromes. Dr. Inciong works in partnership with a team of pediatric specialists at the Craniofacial Clinic held at The Children’s Hospital of The Kings Daughters, providing patients the full benefit of multidisciplinary care related to craniofacial abnormalities. Dr. Inciong also treats vascular anomalies and malformations such as hemangiomas and birth marks. He treats congenital, acquired, benign and malignant skin lesions and specializes in management of hypertrophic scar contractures. Treatment options range from surgery, lasers and ancillary procedures. He performs otoplasty and ear reconstruction.
Dr. Inciong has a special interest in plastic surgery of the breast including breast reduction, breast lift, breast augmentation, breast reconstruction as well as gynecomastia surgical procedures. He also performs a wide variety of cosmetic and aesthetic plastic surgery procedures, such as facelifts, eyelifts, nose surgery, and body contouring procedures such as abdominoplasty and liposuction.
Born in Manila, Dr. Inciong obtained his medical degree at the University of the Philippines College of Medicine and completed two Plastic Surgery residencies: at the University of the Philippines-Philippine General Hospital and at the University of Southern California-Los Angeles County Hospital. He honed his knowledge and expertise through multiple fellowship training programs: Post-Graduate Plastic Surgery at the University of Miami with Dr. Ralph Millard, Microsurgery at Eastern Virginia Medical School with Dr. Julia Terzis and Craniofacial Surgery at EVMS with Dr. William Magee. He was in private practice and an associate clinical professor at the University of the Philippines College of Medicine in Manila prior to moving to Los Angeles, where he lived for 5 years. Dr. Inciong joined Magee – Rosenblum Plastic Surgery Inc. in 2008.
Dr. Inciong performs surgery at many local hospitals and surgery centers in the Hampton Roads area.
Ashley Chieppa
Ashley ChieppaAshley Chieppa holds a Bachelor of Science Degree in Biology with a minor in
Chemistry from Christopher Newport University and a Master's Degree from the
Physician Assistant program at Eastern Virginia Medical School. She is
certified by the National Physician Assistant Board and the National
Physician Assistant Surgery Board. She is a member of the American Academy
of Physician Assistants and the Society of Dermatology Physician Assistants.
